Ryan White Part B Program

The Ryan White HIV/AIDS Program, classified by Title XXVI of the Public Health Service (PHS) Act, and amended by the Ryan White HIV/AIDS Treatment Extension Act of 2009 (Public Law 111-87, October 30, 2009) is the largest Federal program directed exclusively toward HIV/AIDS care. The Program provides a comprehensive system of HIV primary medical care, medications and essential support services for low-income people living with HIV who are unisnured or underinsured. The Part B Program is administer by the Utah Department of Health through grants awarded to states to provide HIV care and treatment services. The UDOH Ryan White Part B program works through contracted providers to deliver services to people living with HIV/AIDS who meet eligibility requirements.

Eligibility Requirements

In order to be eligible for the Ryan White Part B Program, an individual must:

  1. Be HIV Positive
  2. Reside In Utah
  3. Be at or below 250% of the Federal Poverty Level(FPL) according to gross annual household income
  4. Not own more than one registered vehicle
  5. Not own more than one home

If an individual is eligible for Medicaid then that individual is not eligible for the Ryan White Part B Program. If an individual is eligible for Medicaid and chooses not to pay his/her spend down, then the Ryan White Part B Program will not cover those services that would have been covered by Medicaid if the individual had paid their spend down.

ADAP AIDS Drug Assistance Program

The AIDS Drug Assistance Program (ADAP) is a service offered by the Ryan White Part B Program and can help you pay for all or part of your HIV medications if you meet the Program eligibility requirements.

Health Insurance Assistance

Health Insurance Assistance is a service offered by the Ryan White Part B Program and can help you pay for your health insurance premiums, medication deductibles, and medication co-pays for HIV medications if you meet the Program eligibility requirements.

List of Health Insurance Assistance Services

  • Private Health Insurance: If you are privately insured, most likely through your employer, then the Program can help you pay for your medication deductibles and medication co-pays for HIV medications if you meet the Program eligibility requirements.
  • Health Insurance Marketplace:If you are enrolled in a health insurance plan through the Health Insurance Marketplace, then the Program can help you pay for your health insurance premiums, medication deductibles, and medication co-pays for HIV medications if you meet the Program eligibility requirements.
  • COBRA(Consolidated Omnibus Budget Reconciliation Act):If you are enrolled in a COBRA health insurance plan, then the Program can help you pay for your health insurance premiums, medication deductibles, and medication co-pays for HIV medications if you meet the Program eligibility requirements.
  • Medicare Part D:If you are enrolled in a Medicare Part D plan, then the Program can help you pay for your health insurance premiums, medication deductibles, and medication co-pays for HIV medications if you meet the Program eligibility requirements.

Community Advisory Committee (CAC)
The Ryan White Part B Program is currently accepting applications for the Ryan White Part B Community Advisory Committee (CAC). The CAC will be comprised of 8 people living with or affected by HIV and will advise the Program on a variety of topics and issues. The committee is asking for a two year commitment and will be quarterly. The first meeting is tentatively set in June.
