The Health System
Improvement Division includes the Director's Office, the Office
of Primary Care and Rural Health, the Bureau of Child Care Licensing,
the Bureau of Emergency Medical Services, the Bureau of Health Facility
Licensing, Certification and Resident Assessment and the Bureau
of Clinical Services. Through the four bureaus, Health Systems Improvement
directs the regulation and oversight of the health care industry.
Division-wide improvement strategies include training certification,
licensing, inspection, pre-admission screenings for all Utah Medicaid
recipients seeking nursing home or institutional care, and promoting
primary care services to underserved population. The Division additionally
supports the Patient Safety Initiative, the Workforce Financial
Assistance Program, the Health Clinics of Utah and the Family Dental
Plan.
The mission of
the Division of Health Systems Improvement is to assure basic levels
of quality in the health and child care industries of the State of
Utah. This quality assurance is accomplished through the use
of regulatory standards, processes, and authorities. The division
additionally works to achieve continuous improvement and evidence-based
decision making both internally to the division, and externally to
the health and child care industries. The mission is fulfilled
through the examination, analysis, and strategies to improve areas
of accessibility, cost and quality.
